Can someone run a construction business out of their home?

my neighbor runs his construction company out of his home. He keeps the equipment there, the workers come there in the morning park their cars on the street, not just in front of his house. They get there at 6-7 in the morning talk, laugh, sing, are just all around disruptive. Then start the work trucks and equipment and leave. He has very bright security lights that are very annoying. This is in Southern Calif. more specifically Downey, and you tell me if this is against the law?
