Do I need a Federal Employee ID AND a State Employee ID?

I want to open my own store in Downey, CA. I looked online to check the "requirements" in order to open my store in the city website (hall). It said I needed a State Employee ID AND Federal Employee ID? Why do I need both? What's the difference? I never heard of a business having both just FIN?
